So Life is Strange is not opening in Win 7 64 bit and Win 8.1. 64 bit system.

Just follow these steps:-
1) Install the Visual C ++ file from redist folder. The one bearing 2012.(vcredist_x86_2012.exe)
2) Restart the machine
3) Disable the annoying bitdefender. Don't turn it off. Just disable it or any antivirus programme
4) Run the game as an administraor
